In better days, when Isra was a great empire, there existed a large and ecologically diverse territory to the East known as the Land-Tiller's Expanse. The territory was characterized by clans who both manipulated the land and were one with the land. They were mostly farmers, hunters, and nomads, and tended to shy away from urban life. Whenever a military crisis arose, they usually relied on powerful magic as well as their allies to protect them. Like Isra, their land was affected by the floodwaters, and their people scattered across time and space.
The survivors consist of both the ancestors and the descendants of the Land-Tillers, with the bulk of them coming from the Imilla clan. The Imilla were traveling migrants who specialized in farming, construction, and animal husbandry. They traveled from kingdom to kingdom, offering their services in exchange for pay and protection. Strangely, they are the furthest descendants of the original Land-Tillers, being several centuries removed from the Golden Age of Isra. As the primary surviving clan, most Land-Tiller Tribe survivors are choosing to rally behind them, hence the new name Imilla Tribe. The total number of associated survivors is about 500, and growing as more survivors wash ashore through the mists.

Individual clans usually have plant-themed names. Imilla is a variety of potato. The Acacia (who were nomadic wildebeest riders) are named after thorny savanna trees. The Celadine (wet farmers who lived in large communal stone towers) are named after Celandine flowers (the names don't have to be perfect). There may be other clans whose names have not been discovered, as well as ancient Land-Tillers who do not belong to specific clans.
Due to the nature of the floodwaters, survivors may come from different timelines and have slightly altered histories and cultures.
Imilla Tribe members are generally benevolent people who prefer to live minimalist lives. Their cultures usually focus more on interconnection and cooperation rather than competition and personal gain. Imilla are comfortable living in simplistic dwellings and using primitive weapons with extreme efficiency. They also tend to have a knack for magic, albeit muted by the power of the Mist. Of course, individuals can vary, and the Land-Tillers have produced villains in the past.
The Imilla are democratic and loosely governed. They consider Coatl of the Imilla to be their main leader and protector, though he more of a paternal advisor than a king. They also recognize Lady Naoki as an authority, though again do not treat her as an absolute monarch.
(Real world cultural analogues for aesthetics can come from many sources, such as Native American, Viking, Mongol, and Celtic. Ironically, they tend to not be traditional western European, though this can change depending on the timeline the individuals are from.)
