Sitting comfortably at ‘average’ size, this house is quite fine for most needs. The upper floor contains a master bedroom and another, as-of-yet empty room, that could become a guest bedroom, a study, or perhaps just a storeroom. The lower floor is mostly one room, with the sitting area separated from the kitchen by a short bar. If one desired, they could convert the downstairs into a shop or workshop, and do their living (minus cooking) upstairs. The entire thing is a bit sparsely furnished and almost entirely lacking in decoration at present, but with some more furniture, some sanding, and a bit of TLC, this house could become a home.

The nameplate on this house is blank, and Naoki doesn’t knock before pulling the door wide. She holds it for Ralf Valgard, and gestures for him to seat himself at any of the available chairs. “In a few weeks time I’ll have proper facilities to entertain dignitaries, but the needs of my people come first in this case. … That, and you’re a bit early,” Naoki says, her tone lightly teasing. She seats herself opposite him, knits her fingers together, and takes measure of him. “So,” she begins. “Introduce yourself, and tell me what it is you’d speak of.”

Ralf steps through the door and relaxes in one of the chairs, visibly tired from the journey. "I am Ralf Valgard," he begins. He has met Naoki before, and she shouldn't have to fall victim to his long-winded introduction, but the pride of the Varan should never be underestimated. "Son of Volrun Valgard, the Wolf of Gripclaw Pass, and Aesa Jojora, the One-Handed. Scion of the Valgard Clan, the White Wolf, Heir of Valland's Flooded Throne, Slayer of Marissa. Raider, Trader, Settler. Former Mercenary and Adventurer..."
Ralf's list goes on, no doubt to Naoki's annoyance. But she might be able to observe the Varan's age now. His voice wavers, he breathes deeper than before; strands of grey hair can be seen upon his head - and his beard is nearly completely grey, as are his once-blue eyes. When he finishes with his titles, he ends with "...and Joint-Chief of the Twin Cities." That title was something new. Had Ralf finally chosen to settle down after his years of traveling abroad? The name might indicate that. He was still a capable and talented warrior, no doubt, but it was time for Ralf to retire to a more sedentary career.
"We washed ashore not far from here. If the sun rises in the east and sets in the west as before, then we are due just northwest of here. Varan, Vessians, and others. And I think it would be best if we work together." Ralf let's Naoki think about the possibility of cooperation. The Varan expands on his proposition. "I don't know who else, or what else, has arrived in this new world. We should maintain contact, and encourage trade between our people. Of course, we will need to work on sustaining ourselves first. I have no doubt your people are working to achieve the necessities of survival: shelter, food, fire, and freshwater, as we are at the Twins. But I have further plans to construct a small merchant fleet, not unlike the trade ships my people used before.
"Would you and your people welcome Varan traders in the future? They might be interested in trading various resources, items, and foodstuffs from anything useful the Israns might have. What you don't have, we seek to supply; what we don't have, we hope to acquire from friends, like you."
Ralf was suggesting a basic, barebones trade agreement: permission for his people to trade amongst Naoki's people. "I have... bigger plans for the future," he continued. But it will take some time to set everything up. I can go into detail, if you'd like, or we can save that conversation for a later date."

Naoki listens with some amusement as Ralf rattles off his lineage & titles. She asked him to introduce himself, so it's only fair that she listen. But as he mentions Twin Cities, and a location just northwest of here, Naoki’s brow furrows. She’s seen some of the initial maps, and there’s only one spot for that.
“You mean to straddle the strait.” She has the right of it, she knows, and Lady Naoki fixes Ralf with an almost accusatory look. It seems as bad manners to her, and that he should do such a thing and then come to her and speak of cooperation is almost as amusing as his list of titles. She exhales sharply and eventually nods.
“You are right, though: we don’t know who all is arrived here, so I suppose it’s good that it’s you and not another, as you’re amenable to reason. And as such, I’ll inform you: I’ve claimed the whole of this landmass, and especially that peninsula, for New Isra. I have every intent to stretch farms from the mountains in the east all the way to the sea in the west to support the eventual needs of my nation. If you understand that, we can most likely cooperate.”
“To that end, If your people wish to trade with Isra, they’ll trade with me,” Naoki continues, tapping her chest. “At some point, it may be a good idea to once again allow the sort of open, freewheeling trade practices you may have seen in Isra’s past. But for now I’ve assumed control of the whole of Isra, as to better guide it through this period of uncertainty. The first of our docks will be done within the week, and if any of your folk desire trade, they may dock there and ask to speak with me. I’ll warn you that I am a touch busy, and their goods may not interest me, but I’ll see what they have to offer, at least.”
“And by all means, let me hear of your grand plans -- I love a good monologue and I’d be appraised of the plans of my cooperative neighbor.”

"An absolutist then," Ralf grinned, somewhat intrigued by Naoki's ambition. Such grandeur piqued the imagination of fame-seeking warriors like the Varan. He dismisses Naoki's claim to the entire landmass because it would only hinder the potential to work together. In any case, no one was really in a position to enforce claims, except for those immediate areas they currently resided in. It would no doubt take time for absolutists like Naoki to project their power beyond the reaches of their inhabited domains. Ralf hoped that she would not hinder the development of trade routes in the future.
In any case, it was better to focus on the now. Ralf at least achieved some measure of success. "Very well," he agreed enthusiastically. I will inform my people that your docks are open to an extent."
Naoki seemed interested in Ralf's future plans. He appeared visibly excited to talk about it. "The Twin Cities... a bastion of trade, commerce, and industry. I aim to reach out to others, as I have reached out to you. My ultimate ambition is to acquire raw materials from across the landmass, to be transported to the Twin Cities and processed into a variety of goods. Necessities, luxuries, and everything in between. That which is not sold at the market will be transported abroad, and traded to our allies in exchange for more raw materials. And the cycle continues.
"Trade, my friend, is the lifeblood of a nation. My mission is to organize and facilitate trade, to bring to all who live among us anything and everything they need. I want you, Naoki, and the Israns to be a part of this endeavor. Whatever excess materials Isra is willing to sell, the Twin Cities will happily purchase. In return, our finished products will be sold in your markets."

Naoki scoffs openly. “You would tell me of the lifeblood of nations?”
Naoki smiles, bites her lip, looks away, and shakes her head. ... She glances back at him, sidelong, shakes her head, and begins to laugh. “Ralf! Ralf, Ralf, Ralf…”
“Ralf Valgard,” Naoki begins, wiping at her eye with one hand and pointing at him with the other, “You, you are a funny man. If this whole trade business doesn’t work out, I daresay you could — perhaps with a few lute lessons, make it as a bard, amusing tavern goers the realm over with jokes like those.” Shaking her head again, Naoki claps, sighs, and tsk, tsk, tsks.
Suddenly serious, she leans forward, elbows on the table, “If you intend to make it as any sort of diplomat at all, you must needs adjust your approach,” she tells him. “You must remember to whom you speak, and what you speak of. That pitch might have worked on the shaggy & bedraggled-sea-captain-turned-settlement-leader, but you know who I am! You speak now to the Empress of The Isran Empire,” she says, gesturing with exasperation as she channels a touch of regality to seem larger than she is within the confines of the modest house.
“You addressed me as Empress, even, you know how —” she catches herself, “You ought to know how I built The Isran Empire (on, among other things, trade) and how it was the capital of the world. You saw the ship in the harbor (unless you’re as blind as you are foolish), how do you suppose that I funded that? A bake sale? Coins bearing my face have jingled in your coinpurse, and despite all that, you’d take me for a fool?”
Naoki sighs and shakes her head yet again, but he’s still there when she looks back.
“You’ve just come in here, told me that you’ve set up on my doorstep, that you aim to control the only way in and out of this inner sea area — my nation’s only egress to the ocean by sea, and that your grand plan is to eat my lunch when it comes to merchants and trade throughout the Isle. You’ve told me that you want me to be your mule and sell you raw materials, such that you might grow rich and fat off the labor of others, charging taxes and tolls.”
Lady Naoki scoffs again, honestly amused by the ignorance and audacity of this man. “I don’t like your little ‘twin cities’ idea one bit,” she tells Ralf. Her tone is none too amused now. “In fact, I’ve half a mind to kill you now, march up, and drive your vagrants off to the other side of the strait, just to be rid of the trouble. Tell me why it should be suffered to persist. There is at least one correct answer, take your time to think of it — really.”
Content to wait, Naoki leans back in her seat and fixes Ralf with a searching look. An orange gemstone spins idly between the fingers of her left hand, backing up what was not at all an idle threat.

Ralf was confident his plans to organize trade and provide necessities and luxuries to his allies would pique the interests and cooperation of individuals like Naoki. He was thus surprised to hear her response, raising an eyebrow in confusion during her dramatic tirade. His dream of friendship, cooperation, and trade was met with hostile accusation. He could not recall any time when he had called the Empress a mule, much less mention exploitation of labor, taxes, and tolls. Even if he had planned to do all of these things she accused him of, would others in his position - Naoki included - not have done the same thing? He would have tried to reason with her, but when she threatened to kill him and innocents of the Twin Cities for no reason he concluded there was no point.
"Hmm," was his response, as he reached up and gently stroked his beard. He didn't know how to respond to Naoki. "Well!" he would say, breaking the silence and standing up. "I think it would be best if I took my leave, Empress Naoki." He waited for a response, to see if she had anything more to add. If there was nothing else, he would bid the lady farewell and take his leave.

“Best, for you. You seem to have what’s best for you all figured out, sit down.” A sharp finger bids Ralf back into his seat.
After a moment of consideration, she continues. “What I said — that was rash, I apologize, you’re certainly more use as a prisoner, and you’ll be treated fairly. But for now, sit, and defend your idea. You knew exactly what you were doing when you settled that spot. We’re going to have this conversation one way or another, and now is as good a time as any.”
Crossing one leg over the other, Lady Naoki levels a critical look at Ralf. “You’ve clearly thought it all out and how it would benefit you and yours. You would squat on the advantageous geography, use the labor of people in the inner sea for raw materials, and charge taxes, tolls, and tariffs. A fine business model, by all means. It would work well if none had the power to oppose you, and I’ll not begrudge your ambition — I truly don't.”
“But you must see how it seems to me," she continues, tapping her chest with her free hand. "You’re, what, a bit more than a day’s walk from here? Less by sea or air. And angling to cut off my access to the ocean…! … I don’t mind the trading near as much, really. It’s funny that you should come in here and tell me — of all people, how important you believe trade is, but I’ll ply the new markets just as I did the old, and if you fancy yourself a trade partner, swell. What bothers me — the issue I have with you, is that you’re in that spot. On both sides of the strait.”
Planting two fingers on the table, Naoki pantomimes the two cities, straddling a seam between two boards.
“What about just... one city, hmh?” Lifting one finger from the table, Lady Naoki fixes Ralf with a look. “Admittedly: does not have the same ring to it. Not at all. But, the only reason you want two is to control the strait, but I don’t want you to control the strait. You can have success with industry with just one port city, believe you me, and it’s a hell of a lot easier to manage. I suppose the idea would have been for one Joint-Chief per city, but…” Trailing off, Naoki shrugs. “Frankly, I don’t care for your grand designs, not when you'd cut me off as such. Perhaps the other fellow has an accident, we could arrange that just as easily.” Naoki shrugs. She doesn't expect him to go for that offer, but the implication.
“'One city' is the second correct answer, and I can think of a third, even. What say you?”

No," Ralf growled, interrupting Naoki when she insisted he sit down. He rebuked "the Varan do not sit where they are not welcome." A feral tone had replaced his otherwise friendly demeanor,. Ralf was not keen on letting his lycanthropy take over, but the White Wolf would do what it needed to in order to survive. He took a deep breath, as if to repress the urge of transformation. The primal thirst of the ancient curse itched the back of his throat, ready to reveal itself at a moment's notice if necessary. He doubted that the Israns were prepared to fight a random werewolf, much less the White Wolf.
Speaking now in a forced-relaxed tone, he continued. "I get it. You believe I want to exploit the straits; that I want to prevent your own merchants from accessing the Outer Sea. Perhaps that is what you would do, or other rulers. But you're wrong about me, Lady Naoki. I am Varan. I am a trader. It is what we do. I'm only here to express my desire for cooperation. Your people will have an excess of goods, materials, and wares that they will want to sell on the market." Ralf placed his hand on his chest, "and here's a customer. Unless you already have a customer-base ready and willing to trade with you."
Ralf let Naoki think about it for a few seconds. "You could try to arrest me, even kill me. But I think someone - no, something else has other plans. Is it not better that we work together, at least for now? You seem to only consider the disadvantages the Twin Cities will confer on you - taxes, tolls, and blockades - but these are baseless and I have no intention of imposing any restrictions on my friends, the Israns. We're only enemies if you make us so. Is that what you want? To make enemies in these difficult and trying times? Especially when we're here offering trade?
"There are no disadvantages for you, only benefits. Let me direct the Twin Cities virtuously as I plan to and reap the benefits. I'm more than willing to work with you on anything, once everything is up and running. Ralf shrugged, "what have you got to lose?" He was silent now and waited for her response. Ralf had no intentions to mistreat or take advantage of the Israns. He simply wanted to trade with them, in effect filling Naoki's coffers. In return they would have access to the various goods and resources the Twin Cities procured from across the rest of the landmass, along with whatever they produced in Neue Ritterheim and Wulfgardt. And finally, when everything was ready, he wanted the Israns to take a leading role in the affairs of the Twin Cities. Working with Ralf seemed to be the most reasonable, peaceful, and wealthier option.

Naoki looks across the table at Ralf for a long moment and smiles. It’s a funny smile that’s difficult to read. Her head tilts to one side, to the other, and back again. She sighs.
“Let me suggest this,” she begins, “As a simple solution that may suit us both. If not this, then we can discuss more nuanced terms, but let us begin here.”
It is simply stated: “Move off the southern shore.”
“I will help you,” Naoki continues. “I’ve ships large enough to carry what you’ve established on the southern shore to a site of your choosing elsewhere. I will lend sailors and laborers to the project. It may set your development back some time, but it will resolve my issue with you. It’s possible I could even be talked into some secondary arrangement or benefit for you if you’d agree to this resolution.” A flutter of the eyes is more habit than anything, but Naoki speaks earnestly. She wouldn’t prefer to have enemies, and this seems to her as the best way to resolve the issue.

Equipment: Ancestral Sword: An ancient sword passed down in the Valgard family for generations. It is made of a dark, unknown metal. Ralf could potentially channel magical powers through the blade, but he has yet to discover the possibility.
Steel Longsword: Ralf's preferred weapon of choice.
Hirhanic Shield: Ralf's special shield, a gift from his friend Hirhan. It can absorb magical attacks and kinetic energy, to be redirected at his will.
Mariah's Dagger: A magical dagger than can sap magical power from opponent's. Taken from the corpse of Mariah.
Ki'Gar: A traditional garment worn by the Varan. Ralf wears his like a scarf, but other Varan may wear them as capes, sashes, head-dresses, and more. Ralf's is blue, with white trimming, and white wolf's head in the center. The name VALGARD is spelled beneath it. Ki'Gars are knitted from Buunvar hide, making them resistant to damage as well as fireproof.

Skills and Abilities: Warrior: Ralf is a strong and capable warrior, preferring to use a sword-and-shield combination in combat. Ralf's fighting style focuses on speed, agility, and opportune striking. He wields his sword and shield with impressive dexterity, and complements his style with the powers of his Hirhanic Shield.
Cure of the White Wolf: As per his bloodline, Ralf is cursed with a form of lycanthropy. He transforms into a werewolf, whose hide is nigh-invulnerable and resistant to damage. His speed, strength, and reflexes are greatly increased. Ralf has learned to repress his instincts, but he will unleash the creature if necessary.

Biography: Ralf is the son of Volrun Valgard, the original heir to the throne of Valland. Volrun was killed in battle at Gripclaw Pass, but his lover Aesa Jojora returned to Asgeir pregnant. Ralf was born and his mother would rule as regent until he came of age.
Ralf, however, opted to travel the world in search of adventure, fame, and wealth. He also wanted to prove his worth, as his rivals criticized his bastard birth.
Ralf is well-traveled, and a highly experienced combatant, explorer, and survivalist. His friend Hirhan created the Hirhanic Shield for him. He also looted a magical dagger from the corpse of Mariah.
Ralf has opted to build a bustling trade hub for his people and allies on the Mistbourne Isles called the Twin Cities, straddling the Ildesian Strait.

Ralf did seem somewhat cooperative on Naoki's suggestion. But not completely. "No," came a simple reply. "There are folks who have chose to settle there, and there they shall stay until forced to move. And I will not force them. Will you?" Ralf let the Empress think for a moment, then continued: "there's more to gain here, than to lose," he suggested. "It is a matter of talking it over. At a later date, of course."
Ralf was more than happy to discuss a favorable arrangement with Naoki, but only at a later time when his position was secured. He was not inclined to discuss such matters too early.
Lady Naoki had a choice to make. She could leave the Twin Cities to its own devices, with the possibility of a later prize. Or, she could make them an enemy. Ralf was more than ready to receive her reply, but hoped she would see reason, for he only wanted peace and prosperity for all who now called the Mistbourne Isles their home.

Naoki nods, having received the answer she expected. Fair enough.
“I might not if you agree to my terms,” she says.
She starts counting off on her fingers, “All Isran vessels will always pass through the channel freely and without delay, without paying, being inspected, tolled, or any of that. There will be no exploitation of the southern side. No tree felling, farming, mining, quarrying, ranching, etcetera. (Fishing off the coast is fine.) No fortifications of any sort on the southern side, and don’t build the place like a fort to try to circumvent that.”
“All of the above, now and forevermore into the future until such a point as we renegotiate, binding to the ruling body of the Twin Cities.”
“Swear on your honor and the lives of your people that these terms will be upheld, and you are free to leave and remain on the southern side of the channel.” Holding one hand in the other with her elbows on the table, the gemstone is still tucked away in Naoki’s palm. She looks over the top of her knuckles to Ralf for his response.
