The 23rd Mortal-Fiendish Unity State

History:
Founded recently by the Infernal Lord Hochrescal, exiled due to his beliefs about Mortals, as well as an attempted coup against the king of the lower realms that was pinned on him, the 23rd Mortal Fiendish Unity State is composed of both mortals and fiends.
Composed of a mix of mortals, (mainly humans and elves) the 23rd Mortal-Fiendish Unity State is the 23rd attempt for fiends and mortals to live in harmony in the mortal realms. This attempt, more out of necessity than anything else, seeks to accomplish the same success that the 3rd Mortal-Fiendish Unity State achieved, lasting for nearly 3 centuries with relative peace. Other Mortal-Fiendish Unity States were formed either out of mortals summoning and forcing Fiends to work with them, or ambitious Fiendish Lords invading the mortal realms.
Demographics:
Fiends: Most fiends are either loyalists to Lord Hochrescal, or the animal-like Daemons.
Humans: the most common form of mortal, most are ex-slaves brought by Lord Hochrescal back during his exile and freed. Most humans look favorably on Lord Hochrescal, as he purchased many of them right before his exile, so that they could be taken with him and freed.
Elves: the second most common form of mortal, while a few were ex-slaves, most were hired to assist in the feeding of the population of the state, via hunting, gathering, fishing, and other such activities.
Helsreach:
Resting upon the shore, Helsreach is an odd mix of tents, shacks, and fiendish growths. Most of the settlement's streets are covered in fiendstuff, an odd material required for fiends to survive long in the mortal world. Odd growths sprout from fiendstuff, namely odd spiky growths, and fiendhomes, buildings of various sorts grown from fiendstuff.

Lord Hochrescal: Lord of the state, known for his deference to mortals.
Lady Maira: Wife of Lord Hochrescal, skilled singer.
Lady Lilreisa: Half-Fiend daughter of Lord Hochrescal and Lady Maira.
General Linzan: Fiend Head of the local defense force for the state.
Chief Architect Netebus: Mortal in charge of planning out the slow expansion of Helsreach. Also named the Settlment.
Arch-Huntress Muvror: Elven huntress in charge of leading the settlement's hunters in gathering food for the settlement.
