Very similarly to the last time Vidkun sat at the back of the boat, letting the other men do the hard work in rowing the boat. He did a little more on the return trip, supposing that he'd have to get used to this sort of work given this new natuical world they were in. Eventually disembarking the boat upon reaching the other shore he was tired, but he felt good knowing the day was well spent.
He looked up to Ralf, laughing as he slapped the man on the back, morphing the action into a few pats. "A good one. There, Southwards, that will be Neue Ritterheim, where Sirs shall once more be welcome. Rest brother, rest." While Ralf went to sleep, Vidkun grabbed some men for a smaller boat that had washed up to cross. He had to check the woods quietly, learn the locale before sending people out.

Ralf did indeed rest, napping with some of the others who had labored that day. He awoke before Vidkun returned from his trip and gathered some of the survivors together. "Our camp will shelter us for the time being," he began, "and as long as we maintain our food and water supply we will be able to sustain ourselves. But this will be the foundation of Wulfgardt - and you should consider staking claims on land plots." Ralf quickly raised his hand to stop anyone from interrupting on what could be a delicate matter.
"A harbor will be built along the shore, complete with warehouses and a lighthouse. Roads will be marked and laid in such a way to ensure the the goods move easily from the shore to the inner city. Behind this harbor will be the market district, and beyond that the residential district. Walls will go up to defend the settlement later, and beyond that farms will be made to sustain the city.
"If there are any among you who are farmers... you will stake your claim on the land first. Where your house, barn, windmill, and fields shall go. Those of you who can hunt can ply your trade in the forests tomorrow. Many of you, however, will begin retrieving building supplies in the morning, and transporting them here. If any among you are craftsmen or can use tools, you will begin shaping lumber for the construction of our buildings. The educated... or 'nobles', may assist in organizing these endeavors. Work together; go where you can provide the most help; and let us build a great city where we can thrive and prosper."
Though it would take time before 'Wulfgardt' became home, he hoped the people would rejoice at the thought of a fresh start. The Varan adventurer, now turned city-planner, was anxious for Vidkun's return. He was curious to know what sort of resources awaited them in the surrounding lands.

Vidkun would return much later in the day, enough time elapsed for even one or two meals to have had taken place. But when he was back he would have looked rather fresh despite apparently not have been with the rest of the camp to sleep through the night. He returned with a scrap of cloth upon which he had an extremely rough sketch of the area upon it, beaming with excitement. The man raised a hand to hail his counterpart with a smile flashed to Ralf in particular. "Ah my friend dearest, good to see you! Let me tell you, Father Sky and Mother Earth have been bountiful in what they have given us." He presented the scrawl he had, pointing to barely visible distant landmarks to complement the drawing he narrated.
"There are three smaller islands nearby us. In the future it would be wise to build upon them outposts, but that is precisely that: the future. Past these hills right by us are woods which will be most excellent for the construction of settlements but just as importantly we will find mountains past them from where we may find iron, stone, so on and so forth. But that is not all. You see, in the distance there were several points at which I saw distant lights in the night. Its possible of course they were forest fires, or fireflies, devils, whatever. But I think they were other people, settlements. It would be prudent, kinsman, to speak to them when we have the time. The earlier relations are built, the sooner they may bloom into trade partnerships. If these are people from the world we lost, your name could hold much sway."

Ralf listened with eagerness to Vidkun's discoveries. Nodding his head, the Varan agreed "aye, we should. We should determine if they are friend or foe... and in the event that they are the latter we should prepare defenses here." Ralf pointed to indicate a semicircle on the north side of the encampment, "a palisade will suffice, for now. Until stone can be hauled from the mountains." Then, looking to the shores he would add "we are fortunate to be surrounded by the sea on three sides. Anyone who attempts to land will suffer heavy casualties to achieve a beachhead; invaders would have to disembark elsewhere and attack us from the north. The situation will be the same for our kin in the southern camp."
The foundations of the camp was set; tomorrow Ralf would delegate the collection of food and freshwater, but many of the survivors here would harvest timber from the nearby forest. First for their homes, secondly the palisade. The day had been a long one and everyone needed a good night's rest.
Placing his hand Vidkun's shoulder he nodded, "get some sleep, my friend. Today we are strangers to this land. Tomorrow, we are the lords of this land."

Some time later...
It was early morning and Ralf surveyed the fields that lay north of Wulfgardt. A light forest had previously occupied most of the area, but it had been cleared and the timber was used to construct housing and other structures. He had sent a messenger to Vidkun Wewelsburg and requested his presence. He wanted to review the goings-on of the Twin Cities. Everything was going according to plan and Ralf was confident that the diverse group living here would be successful in the endeavors to come. But there was still a lot of work to do.
When Vidkun arrived Ralf would greet his companion and offer some mead. Pointing across the landscape the Varan would say "I took the liberty of carving up the land among the farmers. The wheat and produce will be a welcome alternative to fish," he quipped. So far the Twin Cities relied on fish for sustenance, with the occasional wild game meat brought in by the hunters, and berries collected by the gatherers. "We'll begin construction on mills and silos shortly. If all goes to plan, these fields will sustain the Twin Cities." Ralf then pointed northeast. "There are others just beyond the trees there. They have been tasked with damming a small river so we might have a reservoir. When time permits, we will use the reservoir to irrigate the fields here." Ralf also considered the possibility of an aqueduct, but that would have to come later.
Turning back to look south, in the direction of Wulfgardt, Ralf continued. "Some of the craftsmen have started to fashion together general goods and specialty items. It won't be long before the farmers and craftsmen start to barter. It would be wise to introduce a currency, and I think I have an idea on how to do so. But we will discuss that later. I did want to touch base with you on another development, however. Our shipbuilders have started construction on a small fleet to carry goods along the coasts. Soon we will make contact with the other settlements and begin trading with them."
Ralf allowed Vidkun to observe everything and digest what he had said. "How do you feel about everything?" he asked, "and what did you and your men find beyond our small town?"

Eventually Vidkun returned, though Ralf was not the first person he visited. He made company in the woods, he had used his tongue to sway money nobles and other past elites to adapt to the new world he had in mind together with Ralf, he had spoken to the peoples of the smaller ethnicities of all the lands he knew a tongue of to convince him that here, here was the future. They could run off, make their own crude imitations of a past they would never be able to recreate, or they could do something better, new. Not all could be swayed simply because Vidkun overestimated his charisma, or because he wasn't as learned in their language, their customs.
A letter came to him, by hand of a fellow former Witch Hunter as it was only they that could so easily find each other. He would waste no time in seeking out Ralf, eventually meeting with his counterpart in nation-building. At least arriving to his counterpart he was about to decline the offer of mead, but as dozens of scenarios ran through his head he adjusted his hand motion mid-air to accept the offered drink. Though he did not like inebriation, Vidkun also knew he did not want to insult his partner by refusing the drink as was common. He nodded at Ralf's status report, having heard about as much from the small network of informants to keep him appraised of everything without having to ask. The man grimaced internally, realizing old habits do die hard.
Most interesting, for now, was the mention of currency. In the past he had most envied the Rikskommissars, and their more human, secular interest in things like finance. "With a temporary return to subsistence lifestyles, a gold standard is useless. We should begin a food standard. Create receipts, bills to guarantee that in return for them they can receive a ration of food. As we transition to societies that are no longer living day-to-day, we can keep the paper bills as our currency. A lot more... orderly, comfortable I imagine, than big coins, wouldn't you agree? It also means a good savings on copper and nickel and all the other materials used for minting new coins."
He looked across the water as Ralf continued, a smile forming on his lips. "I have started to draw a map. It is imperfect, but with every pass we make minor corrections to it. There are woods nearby of course, but also mountains to mine from. There is indeed that island I spoke of, it would be wise to put at least some formal claim now even if for now we cannot enforce it. For now nobody else is within range of foot, but as roads are paved I fear banditry may raise both from people discontent in our own ranks, and those who landed elsewhere."

Ralf was pleased to hear Vidkun's suggestions concerning currency. He had already considered the food standard; he had planned to give out receipts that the citizens would use as food rations. These receipts would be naturally traded among the people as currency. What he didn't consider was the paper bills. He stroked his beard in consideration, "not a bad idea. " It made sense - to save on nickel and copper. "I like the way you think, friend." Ralf listened to Vidkun's report and was in agreement. "Borrow what men you need," he nodded, "to carry out your missions. Sooner or later we will need to organize a defense force. Would you like to come back to my residence and discuss these matters?

Vidkun looked about himself, removing one of many pocket watches looted off of dead men. "I suppose I have the time, lead the way." he said, following his comrade. "We are heading into the modern world, even if it is so very small. Change must be made, and though I respect our traditions we must think differently to the past."

It had been a very long time since Vidkun had been in civilization. Oh of course he had contact with the city, men and women of a... similar vocation, if not quite the same one were quite sympathetic to how he saw things ought to be. Without ever stepping into the border of these lands, Vidkun knew that he could rely on people to make sure nothing went wrong in the dark; no plot of corruption in one form or another could take root. Sometimes more public letters would be sent back to Ralf or others simply telling of new encounters in the woods, of land mapped and of interesting landmarks or things otherwise found in the wild.
Somewhat paradoxic was his position, for he was first and foremost a man driven to uphold the mandate of this civilization, yet this was done most in untamed wilds and hinterlands, where the man thrived the most. Yet, he also knew had been out there for far too long now. Climbing over the outer palisade, he wanted a brief period of peace to simply enjoy the change of scenery. The smell of industry that could never be in the wild be it from the burning of charcoal or from a whiff of dried wood was almost intoxicating after all the nights under open stars.
At last sated, he donned his quite recognizable hat, and drew his long smoking implement and filled it with pipeweed. After drawing a flint-spark lighter to ignite the foul smelling stuff, he set off about the city to both do a little sightseeing at all the changes, but to also find Ralf with whom he intended to have a little chat. In no rush, he strolled quite leisurely with one hand on his pipe and the other quietly behind his back, clenching a blade partially concealed by his coat, partially by his glove, and partially by his sleeve.
