The Twin Cities' Mercantile Office
Local and foreign ships are free to dock on the wooden piers that stretch outwards from the beaches of Wulfgardt. Three dirt paths branch out from the sandy shores. The first leads directly to a large wooden warehouse, where goods can be stored. A second leads to the small but sustainable settlement known as Wulfgardt. A third, however, leads to a wooden structure, perched atop a hill, overlooking the harbor. This wooden structure is temporary, surrounded by adequate space for future expansion. For now it serves as a temporary residence for Ralf Valgard, who oversees the the young but promising trade business the Twin Cities' officials hope to establish. In addition to serving as a home, the building also hosts the Twin Cities' Mercantile Office. Anyone wishing to discuss business with the Twin Cities may request permission to enter.

Ralf led Vidkun to the Twin Cities' Mercantile Office. It was a humble building at the moment, mainly serving as Ralf's residence, but stood two stories and also contained a basement. Coming through the doorway Vidkun would make some practical observations. The current room was moderately-sized, and was well-lit thanks to the open windows; there were places to sit and tables lining the walls. Passing through an arch they entered into a hallway, with separate rooms on either side and a large window at the end of the hall. A staircase led to the second floor, which contained Ralf's personal quarters. For now they turned left to enter Ralf's office.
A makeshift desk was covered in rough paper documents, a feather, ink, and a quill. Ralf took a seat behind the desk, and motioned for Vidkun to sit across from him on the other side. This room was well-lit by a window as well, and fresh air was able to circulate and dispel the otherwise-musty smell given off by the old papers. "I made contact with Empress Naoki and the Israns," he began. "I was able to achieve a restricted form of trade with her... but I would not call the visit a success. I aim to send emissaries to other settlements, assuming there are others. Here's hoping our luck improves," he laughed.
"But let's move on to other subjects," he continued. "There's a lot to talk about. First and foremost, I'd like to hear more about your paper currency: how we plan to make it, and how to prevent counterfeiting. For now, we will ensure the food reserves are well-guarded and distributed to the populace for free on daily intervals. But once we develop this currency we will begin to offer it as payment for the services provided by the people. They will use it to acquire food rations, as you said." Ralf shrugged, and as it is the nature of people, they will trade these receipts among each other for services and goods."
Ralf was also eager to talk about the defense of the Twin Cities, the formation of a standing army, and the construction of a fleet to protect the interests of the Twin Cities. But these things would be easier to achieve when the Joint-Chiefs, Ralf and Vidkun, could offer their people some form of payment, which was the first topic to discuss.

Vidkun had seen the Mercantile Office before, but one of the details his informants had neglected to mention was that Ralf himself was living inside the structure, and being directed towards it after being told he was going to the residence of the Varan had Sir Wewelsburg smile feintly. It was of course, corruption, to use state property like this. But was Vidkun going to do anything about it? Of course not. As far as he was concerned, some measure of corruption was necessary in all societies to keep the elites and intellectuals loyal to the nation if nothing else. The issue was making sure the corruption was localized, though he had no fears that he could manage this with Ralf. The truth was that Vidkun had no idea exactly how much control he would need to have over the adventurer, and of course how much he would be able to achieve was another matter entirely. For now he settled to give Ralf a conspiratorial clap on the shoulder and a shit-eating grin. "Quite a residence you have made for yourself kinsman. Oh, and what a nice office too!", a wink immediately following this.
Coming to his office, Vidkun paced about the place, hands behind his back. Still in his old habits he didn't touch anything and made sure his gloves were still on as he searched for listening devices, potential one-way mirrors and similar such things. He only took the offered seat a minute or two after Ralf had taken his, pulling up his overcoat as he did so and taking off his hat in one motion. He frowned slightly at the mention of the negative response from the Israns, but then cheered up with a shrug. "We don't need them anyway kinsman. People in this new world who refuse to change for it will be replaced by those that will. I am confident other civilizations will be genuinely reasonable."
The man nodded with a handwave for Ralf to continue to other matters. "We need not much complexity at the beginning. Rudimentary printing presses could be made fast. We need not worry about counterfeiters until people at last realize that paper bills are here to stay. As we transition to more permanent use of these bills, I am confident that for a brief period harsh punishments for counterfeiting will dissuade it to give us a buffer period to prepare for more elaborate solutions. I am sure nobody will start making fake papers if the reprimand for that is to have their head chopped off. After that we may begin more complex things from watermarking, to numbering, et-cetera. We would of course have to transition away from the food-standard eventually. A military could be the grounding for our currency, although this land seems far too small to allow for such in a meaningful way." Vidkun steepled his fingers for a moment before going on. "Of course, if we establish sufficient control over the straits, that would be a very simple way to enforce our claim to the island. Trade here of course could be conducted in any currency, but if we mandated the necessity of paying in our bills for the fee to cross... well, that would be a very strong backing for our currency."

Vidkun's mannerisms and concerns over corruption and privacy were reasonable, but he had nothing to fear from Ralf. The Varan was a simple creature, genuinely focused on the development of the Twin Cities, its protection, and its people. Others may have taken advantage of the position, but Ralf's heart and mind were in the right place and he had no intention to abuse his power.
Ralf listened to Vidkun's input about currency and was satisfied with his answer on counterfeiting. At his mention of tolling the Ildesian Strait he responded. "It is not uncommon for nations to impose fees on waterways like the strait," he agreed. "However," he held up a finger, "I want to encourage trade as much as possible, and attract as much traffic as possible. I propose we allow free passage through the Ildesian Strait; it will ease the minds of our allies, for one." Ralf thought back to what Naoki was concerned about (the Twin Cities imposing restrictions on the strait). "Second, a fee might stunt the growth of trade and commerce as settlements are in their infancy. I say, let others use the straits freely." He shrugged, "when we are capable of enforcing such a fee, and when I feel it will not hinder relationships or activity, we will reconsider.
"But you do bring up a good point," he switched subjects. "The backing of our currency. Foreign traders who wish to browse the market will have to visit a currency exchange office. They can turn in their native currency in exchange for Twin City bills. They can always exchange the bills for their currency again when they leave. With any luck, however, our bill will become the standard in the region."

As Ralf replied, Vidkun pulled out his impromptu map, rolling it across the desk, thoughtfully scribbling on it with a piece of charcoal. "To begin? Sure, why not kinsman! But I do not think this is viable in the long-term, and quite frankly, it is not fair to our people. Think. Will we have to stomach the costs of protecting the heart of trade from pirates by ourselves? Of maintaining the battlements that will defend the land from aggressors? I don't think any merchant would object to a small tithe to ensure his cargo can pass safely."
Scratching his chin, he looked up from his drawing at his counterpart. "Surely its a larger hassle to exchange coin to trade rather than only a little bit of it to pay the tribute for passage?"

Ralf thought it over in his head, slowly stroking his beard in thought. "Mhmm," he finally agreed. Vidkun wasn't wrong. In fact, anyone else in their position might do the same thing. It would be uncommon, and stupid, not to tax the Ildesian Strait "Very well, then," he reiterated his agreement. "We will demand a tax in exchange for ensuring the safety of traders." He then held up his finger to add "although any trader who decides instead to trade their goods here, at our market, rather than transport them elsewhere, will be exempt." Ralf figured this was a good way of encouraging traders to use the Twin Cities' marketplace. They could pay to carry their goods through the Ildesian Strait, or avoid the tax by selling the goods at the marketplace.
"We will need an army, and a fleet, to protect our interests. And to enforce such policies. We should begin immediately, for we know not what enemies will come our way, nor when. I propose we lay the foundations for a small but well-trained standing army; just large enough that it can sufficiently defend the Twins. We will need fast-moving vessels to ferry the troops between Neue Ritterheim and Wulfgardt as necessary. A core of pikemen with the support of crossbowmen would be a good start. In addition, specialized forces, including archers, will be recruited as well. We will organize a cavalry force when time and resources permit.
"As for the navy... I shall leave that to you, Vidkun. There is plenty of timber in the area to begin the construction of a fleet. I daresay it will be more important than any other endeavor. The fleet will have the responsibility of protecting the Twin Cities, the strait, the trade routes, and our allies if they are ever attacked. I will get started on the establishment of a military academy when resources permit, but I will leave it to you to build a military wharf and oversee the construction and composition of the navy."

"I am glad you see the light kinsman. I agree of course, anybody who doesn't pass the straight shouldn't have to pay its crossing fee. We should make the terms of the strait passage very clear such that our detractors cannot use rhetoric to gain support against us, misrepresenting our noble goal."
The man leaned back in his chair, nodding as Ralf continued, but then smiled with a chuckle. "Ralf, do not take this for an insult, but surely you're forgetting something, no? You've been sailing much of your life, where for me I have at most been rowing small boats for two or three people to cross little streams or bogs where I can't go on foot lest some shite hiding in the reeds try pull me under. No, kinsman, let us reverse those roles. You will grow our navy, and I the army, especially since I already have my disagreements with how you planned on raising the army. While the institutional and cultural foundation must of course be laid for that standing army, for now we must simply create a wide-spanning militia. This will create a precedent for conscription in times of need, whilst also helping engrave the idea that it is the duty of every man of our new civilization to defend hearth and home. As of now the closest thing to an army we have is hunters who shoot at whatever woodland creatures come. Such a quick jump from ad-hoc defences to a professional army will be a messy business full of misfortune. Once men are comfortable with their regular duties as militia with whatever they can muster, and once we have prepared the prerequisite industry for manufacturing arms and armour we may then finally proceed to creating a real army."

Ralf nodded in agreement, laughing, "you do make a good point." The Varan were used to building longships typical of their kind, for transport or quick raids. He had initially felt that the more industrious people of Vessia, where Vidkun was from, would be more suited to constructing a modern navy. But it did make sense for the natural-born seafarer to oversee construction of the navy. Likewise, Vidkun's experience made him more suited to build the army.
"Then it is settled," he said. "I will see the building of the navy, and you the army. And at the same time," he continued, we should start on our defenses as soon as possible. The most immediate suggestions I can think of is a wall south of Neue Ritterheim, and another north of Wulfgardt. The Ildesian Straits will have to be protected by coastal emplacements to bolster the effectiveness of our fleet."
Ralf had covered the most immediate topics he felt were necessary, but was ready to hear anything his partner had to say.

Equipment: Wah carries with him a mixed bag of various stones he has collected in his life from before the flood.
Skills and Abilities: Wah has great power within him and can control rock and earth in various ways. His first major feat came when he was a younger child and his powers manifested for the first time and he created a landslide that carried him miles away from his home.
Biography: Wah Doobie is a young Kobold who lives with his father and sister, they used to have another brother but he left home years ago and they haven't seen each other since.
For a while, Wah has been training with Ralf Valgard but Skarlet has come to bring him back to New Isra and recruit him for her plans.
Wah must now learn to use his powers in ways that he has never tried before.

Wah Doobie arrives in Wulfgardt and is relieved that he wasn't on the sea too long for this boat trip. He felt nervous being around all these rough and tough Varans, but he was on a mission and didn't want to disappoint. He gathered the courage to ask around for where he could find the White Wolf and was pointed toward the Mercantile Office on top of the hill. Once he was outside the building, the covered staff he was carrying started to tug him towards the door, like it knew that was where they were supposed to go.
"Calm down, staff! Here goes... I hope I didn't travel all this way for nothing." He knocks on the door before peeking his head in, "Uh, Hello? I'm looking for someone called 'The White Wolf'?"

Sometime after Ralf and Vidkun's meeting...
"Yes, yes, come in," came a voice. Ralf had stood up from his chair and exited the doorway of his office to stand within the hallway where he saw Wah Doobie. "I be Ralf," he he said, "though some do call me the White Wolf. What can I do for you my friend?"

Equipment: Wah carries with him a mixed bag of various stones he has collected in his life from before the flood.
Skills and Abilities: Wah has great power within him and can control rock and earth in various ways. His first major feat came when he was a younger child and his powers manifested for the first time and he created a landslide that carried him miles away from his home.
Biography: Wah Doobie is a young Kobold who lives with his father and sister, they used to have another brother but he left home years ago and they haven't seen each other since.
For a while, Wah has been training with Ralf Valgard but Skarlet has come to bring him back to New Isra and recruit him for her plans.
Wah must now learn to use his powers in ways that he has never tried before.

"Th-thank you!" Wah comes in and bows his head as low he could to show respect, then he holds up the letter his Father gave him. "Nice to meet you, Mr. Ralf. My dad sent me here on a quest and he wanted you to have this letter." The Letter read as follows: Wah waits for Ralf to finish reading the letter, swaying side-to-side and looking around.

Equipment: Ancestral Sword: An ancient sword passed down in the Valgard family for generations. It is made of a dark, unknown metal. Ralf could potentially channel magical powers through the blade, but he has yet to discover the possibility.
Steel Longsword: Ralf's preferred weapon of choice.
Hirhanic Shield: Ralf's special shield, a gift from his friend Hirhan. It can absorb magical attacks and kinetic energy, to be redirected at his will.
Mariah's Dagger: A magical dagger than can sap magical power from opponent's. Taken from the corpse of Mariah.
Ki'Gar: A traditional garment worn by the Varan. Ralf wears his like a scarf, but other Varan may wear them as capes, sashes, head-dresses, and more. Ralf's is blue, with white trimming, and white wolf's head in the center. The name VALGARD is spelled beneath it. Ki'Gars are knitted from Buunvar hide, making them resistant to damage as well as fireproof.

Skills and Abilities: Warrior: Ralf is a strong and capable warrior, preferring to use a sword-and-shield combination in combat. Ralf's fighting style focuses on speed, agility, and opportune striking. He wields his sword and shield with impressive dexterity, and complements his style with the powers of his Hirhanic Shield.
Cure of the White Wolf: As per his bloodline, Ralf is cursed with a form of lycanthropy. He transforms into a werewolf, whose hide is nigh-invulnerable and resistant to damage. His speed, strength, and reflexes are greatly increased. Ralf has learned to repress his instincts, but he will unleash the creature if necessary.

Biography: Ralf is the son of Volrun Valgard, the original heir to the throne of Valland. Volrun was killed in battle at Gripclaw Pass, but his lover Aesa Jojora returned to Asgeir pregnant. Ralf was born and his mother would rule as regent until he came of age.
Ralf, however, opted to travel the world in search of adventure, fame, and wealth. He also wanted to prove his worth, as his rivals criticized his bastard birth.
Ralf is well-traveled, and a highly experienced combatant, explorer, and survivalist. His friend Hirhan created the Hirhanic Shield for him. He also looted a magical dagger from the corpse of Mariah.
Ralf has opted to build a bustling trade hub for his people and allies on the Mistbourne Isles called the Twin Cities, straddling the Ildesian Strait.

"Oh, yes, nice to meet you too," Ralf responds quite eagerly. The Varan joint-chief takes the letter and begins to read it; being well-traveled and of noble birth he is able to understand the general context of the message. He looks to Wah, grins, then folds the letter back up and hands it to him. Placing a hand on Wah's shoulder he says "my people, the Varan, value brotherhood. As a sword is forged in the heat of fire, so too is a friendship forged in the heat of battle. Today, we may become brothers." Ralf allows a few moments for Wah Doobie to think on his words. "Please, come with me."
Ralf leads Wah into his office, offering him a place to sit while he takes a seat behind his desk. "I am pleased you have come to the Twin Cities. The majority of our inhabitants are Varan: a nordic folk - and Vessians: our cousins who once governed a vast empire to our south. We have also taken in many refugees from other realms and worlds. In the past, my people were raiders, traders, and settlers." He shrugged, "I've no doubt some will continue to raid and seek settlement elsewhere... but my aims are different. I seek friendship and cooperation with other arrivals. I require their excess raw materials, which I then hope to fashion into needs and luxuries, and resell them abroad. My dream is that the Twin Cities will one day become the center for mercantilism and industry - providing prosperity for all. In addition, I hope to attract intellectuals to educate domestic and foreign inhabitants alike. An economic, intellectual, and cultural center, for all."
Ralf once more let Wah think about his words. "What do you think of this idea, Wah? And what are your talents? Where do you think we can best use you to make this dream come true? What is it you want?"

Wah takes the letter back and isn't sure what to do with it. He looks up at Ralf Valgard and responds, "Brothers? I have an older brother, but he left home. I don't know why."
He follows Ralf and hops up onto a chair to sit. He is a little confused by some of the words Ralf uses but he listens all the way through.
"So if someone wants to learn something, they can come here? That's nice. I'm not very smart, myself... my brother Oobie was really smart and talented." Compared to his brother, Wah felt inferior in a lot of ways and sometimes he wondered if he was disappointing to his Dad, even though he did still love him.
"MY dream? I never really thought about that, I just wanted to make my family happy, and for us to be together. We haven't been together since I caused an avalanche when I was a kid, and I was lost. My Dad went out to look for me and while he was gone, my brother decided to leave on his own." The kobold looks down at the staff and he's still curious what it might look like underneath. He thinks a little more and then continues to tell Ralf more about what he can do. "I guess I don't want to be useless. I want to learn to control my ability better, and maybe I can be a hero like my Dad, reunite with my brother? I've been struggling with my power lately, but I can show you something that's easy for me."
Wah reaches for his rock pouch and opens it up, he holds his hand above the bag and various rocks float out of it. "I have rock-based powers, if I concentrate, I can make them dance a little. I make boulders slide around on the ground too. And I once made a fossil come to life, though it's been a while since I did that."
He makes the rocks move around each other in circles and opens the bag back up for them to return to it, then he ties it up tight.

With Ralf indisposed, Vidkun had become much more of a staple around the Twins. And, to his own dismay, a somewhat public one. Oh he still ambled about at night, watching people he found interesting or climbing rooftops and the like, but for most of the daylight he was bound to an office chair. Still he did his due diligence, signing important papers and calculating long balance sheets to ensure nobody - even if they were trustworthy - was doing a bit of innovation in the field of mathematics that they wouldn't be able to explain in person once told there was coin or some other materiel missing. Nina for her part, if and when asking where she might be able to find Vidkun would always be asked in a very well intentioned tone "Why do you need him?" Of course, they'd be quickly able to discern she was a foreigner and here for trade, and ultimately she would be given directions to the mercantile office. When she'd arrive, there would be an encounter similar to the customs office wherein a clerk and a guard sat together, asking her what business she was on, her name, et-cetera. She would be told that she was in luck, and if she waited about forty minutes she would be able to attend a meeting regarding whatever trade she had in mind with Mr. Wewelsberg. Indeed, if she remained and the minutes elapsed she would be told to wait some additional ten minutes, when at last an elderly gentleman would come down and lead her through a quite labyrinthian structure, until arriving at Vidkun's office. There he sat in a perhaps surprisingly spartan environment, little to no ornamentation or expense visible within the room save some exotic looking plants. Vidkun sat behind a desk that he was resting his feet on, and his tall hat of office was resting low on his head such that it covered some half of his face. With a pinky, he lifted part of the brim and took a look at the woman through a gloved hand. "Nina, I presume?"

On her way to getting arrested (or so she supposed), Nina managed to borrow herself a piece of paper and a pencil. It was just the cheap burnt-stick kind, but she sat down quietly in the corner of the antechamber, and drew. The guard stood by her side. She drew the room, with its still-rough wooden outlines, from the barely-guessed contours of the staircase opposite to the wondrous piles of paper nearby. Besides her, the trickle of the water-clock passed unnoticed. When she was called in, she left pencil and paper on the clerk's desk.
Surely the building couldn't be this big! she thought, eyeing the walls suspiciously. Yet by the time the traveller was questioning her decision to come there, she had already been ushered in through a heavy door that closed behind her. The office was occupied by a most unusual personage, who sounded quite awake despite looking like he just woken up from a nap. For a moment, her fingers curled on the clock-hand pendant under her robe. For a moment, Nina's aura flared as she tried to sense any other magic around.
“Yes.” She answered.
Her gaze darted through the room. A window, she figured. That potted plant looked heavy. She wasn't very strong, but if she temporarily incapacitated the witch-hunter and supported herself against the desk while throwing the pot at the glass... Careful, she thought. Yet the situation was so unexpected that the young woman found herself pointing at the figure and speaking the first thing that crossed her mind.
“You know, your money are terrible. A kid could forge that with half a potato.” 1
The words echoed uneasily in her ears.
“Sorry.” She said. Shook her head. “That's not why I'm here. I'm here about rocks. Are you Mr. Vevelsberg?”
1Luckily for the Twin Cities, Nina had seen no potatoes. And admittedly, the young woman was quite fond of detail in her art...
